A meeting of the Police Training Institute Alumni Association was held on November 7, 1998 at 11:00 a.m. at the Police Training Institute in Room 111. The meeting was called to order by Mr. Allen Jones at 11:05 a.m.

In addition to Allen Jones, President and Tom Burke, Vice-President being present, the following individuals were also in attendance: Lois Welling, Melissa Miner, Tom Kilhoffer, Mike Zopf, Paul Palumbo, Freda Heflin, and Tracy Wimmer.

Adoption of By-Laws

The first item on the agenda brought forward was the adoption of the revised By-Laws. Lois Welling made motion to approve the revised by-laws and Tom Kilhoffer seconded the motion. Adoption of the revised by-laws has been voted on and approved.

Appointments

Paul Palumbo asked that the President explain the terms of office for the officers and the Executive Board members. Allen Jones advised that the current officers of the Association would serve until the next election date, which will be held in April of 1999. The officers voted into office at that time will serve a three-year term until April 2002. The Executive Board will serve a two-year term until April 2001.

Allen Jones accepted a letter from Mick Charles, Director of PTI, appointing Lois Welling and Paul Palumbo to the Executive Board. Allen Jones appointed Tracy Wimmer, of the Tolono Police Department, as one of his appointees and Tom Burke will recommend an individual to be appointed by Allen Jones at a later date.

Allen Jones appointed Freda Heflin as an Interim Secretary of the Association until the next scheduled election. Allen Jones also appointed Mike Zopf as the Parliamentarian of the Association. Mike Zopf will serve until the next election.

Paul Palumbo made motion to accept the appointments and Tom Burke seconded the motion. The appointments were voted on and approved.

Allen Jones will advise the Executive Board of the time and place of the Executive Board meeting in January of 1999.

Treasurer's Report

Melissa Miner reported that the Association had $27,500.00 in saleables to date. The account balance now stands at $17,000.00. The British Exchange had a negative balance of $732.00. She hopes that the Executive Board will be able to set up budgets at their next meeting to help prevent any negative balances. At this time, the Association has $1,100.00 in the PTI Gift Account. This account is used for PTI Christmas parties, etc… Mrs. Miner noted that this money would be left in the Gift Account, instead of writing a check to PTI, since the Association pays for the events anyway.

Melissa Miner stated that the Alumni Association needs to put in writing exactly what PTI gets as far as royalties from the Association.

Tom Burke made motion to accept the Treasurer's Report and Lois Welling seconded the motion. The Treasurer's Report was voted on and approved.

President's Report

a. Membership - As of November 7, 1998 the Association now has 394 Active Members, 153 Lifetime Members, and 65 Honorary Members. This is a total of 612 members.
b. Cop Shop - Allen Jones noted the tremendous job that Freda Heflin has done with the Cop Shop. Freda Heflin offered to open the Cop Shop from 5:00 - 6:00 p.m. for the Specialized Courses. Freda Heflin has set up a display case in the lobby of PTI and the Tactical Training Center.
c. British Exchange - The exchange went really well. The officers from England were very friendly and had a nice time. Tom Burke noted that the officer's trip to Peoria went well also. Mr. Burke sent them several photos' that were taken during their trip and other material. The Alumni Association purchased nice marble pen sets as gifts for the British officers.
d. Russian Exchange - The Association fronted money to several visiting officers during their stay for meals. The Association was refunded all of this money. The Association did pay for liquor at one of the events for the British Exchange.
e. Receptions - The receptions are going well and will continue. There has been a tremendous turn out at the receptions, and the students and their families seem to be enjoying them. Lois Welling said that the Association should consider cutting the time down to 1 hour and that the Association should have some type of video on display. Tom Kilhoffer suggested the promotional video with Paul Palumbo or the orientation video with Joe Smith. The Association will be checking into this.
Tom Burke presented the last Warren Award to the Graduating Class #1641.
f. Web Page - Allen Jones reported the Web Site that branches off of the PTI
Web site. We will be adding more in the future to this site and would like to add photos of salable items under the Cop Shop section.

Old Business

Mel Vevera's honorarium request did not meet legal requirements. The honorarium has been denied. Issue closed.

Comments for the Good of the Order

Tom Burke commented on the importance of the relationship between PTI and the Alumni Association. It is very evident that there are a lot of positive things going on. It is important that the Association set goals for the web page and etc.

Lois Welling passed on a few words from Director Charles. Director Charles is pleased with the committee and the Cop Shop. He said that the British Exchange keeps getting better and wanted to thank the Association for their help with the Russian Exchange. This is very important and PTI could not do it without the help of the Alumni Association.

Mike Zopf said that the specialized students were impressed with the Alumni Association. The students suggested class reunions along with shooting matches. Tom Kilhoffer said that he would try and put something together.

Paul Palumbo thanked Allen Jones, Freda Heflin, and Tom Burke for what they have done thus far with the Association. Paul Palumbo said that now that the Association has adopted the by-laws, the Association should be run by the Association and not by just one person. He hopes that the Executive Board will have a good working relationship with PTI. He is anxious to see the Executive Board set the goals and objectives, both long term and short term. Paul Palumbo suggested that we advise the students of the benefits of their membership. Paul Palumbo said the Association could arrange some training or social activities for the members, which may help with a growth in membership.

Adjournment

Allen Jones thanked Paul Palumbo for his comments and suggestions. Tom Kilhoffer made motion to adjourn; Tracy Wimmer seconded the motion.
